Megan Burke is the Founder of Adaptive Government Relations and brings nearly two decades of experience operating at senior levels of federal policymaking and political strategy.
Megan served as a senior policy advisor to the House Republican Conference under former Conference Chair, and later Chair of the House Energy and Commerce Committee, Cathy McMorris Rodgers. In that role, she worked closely with House leadership and members of the Energy and Commerce and Ways and Means Committees on major policy initiatives, including federal health programs, reimbursement design, regulatory oversight, and budgetary strategy. She was centrally involved in bipartisan legislative efforts shaping federal health policy, including initiatives connected to the 21st Century Cures Act and reforms impacting graduate medical education, Medicare and Medicaid frameworks, and access to innovative therapies and medical technologies.
Since 2018, Megan has advised health systems, provider organizations, patient advocacy groups, and health care innovators on navigating federal policy spanning legislative strategy, appropriations engagement, regulatory positioning, and long-term alignment before Congress and the Administration. Her work is bipartisan and relationship-driven, focused on advancing durable outcomes in complex political environments. In parallel with her client work, she has contributed to broader governance and policy leadership, including serving for three years on the Executive Board of the National Down Syndrome Society, where she advised on federal strategy and organizational positioning.
Her professional focus on federal health policy is informed by longstanding proximity to the delivery and business of care. She comes from a family of health professionals and revenue leaders, offering perspective on both clinical realities and the operational economics that shape the system.
A native Floridian, Megan earned a Bachelor of Arts in Political Science from the University of South Florida. She lives in McLean, Virginia with her husband, Michael, and their three children.
Ruth Clark serves as Chief of Staff at Adaptive Government Relations and brings more than a decade of experience supporting senior policymakers and organizational leaders at the highest levels of government and public affairs.
Ruth's career spans leadership roles across the United States Senate, the Executive Branch, Congress, and the consulting sector. She began her federal service in the office of Senator Johnny Isakson (R-GA), where she ultimately served as Acting Director of Scheduling, overseeing the development and execution of the Senator's schedule and serving as a key advisor on planning, operations, and the effective use of the Senator's time.
She later served in senior scheduling and operations roles for two Cabinet Secretaries, first as Deputy Director of Scheduling at the U.S. Department of Health and Human Services for Secretary Alex Azar and subsequently as Director of Scheduling at the U.S. Department of State for Secretary Mike Pompeo. In those roles, Ruth coordinated the strategic allocation of the Secretary’s time and the operational execution of daily priorities, working closely with White House officials, congressional offices, foreign governments, industry stakeholders, and senior department leadership on matters involving some of the nation's most significant policy and national security priorities.
Ruth’s most recent government service was as Director of Operations for Congresswoman Kat Cammack (R-FL), where she oversaw the management of day-to-day operations across both the Washington, D.C. and district offices, coordinated major events and engagements, and helped ensure the effective execution of the Congresswoman's priorities. Prior to joining Adaptive Government Relations, she served as Director at Continental Strategy, where she supported client engagement, business operations, and strategic initiatives across the firm's public affairs practice.
At Adaptive Government Relations, Ruth works closely with clients and firm leadership on strategic planning, operations, business development, and client service. Her experience supporting senior leaders, coordinating across diverse stakeholders, and executing in demanding environments helps ensure the firm delivers responsive, thoughtful, and effective counsel to clients navigating complex policy and political environments.
Ruth earned her Bachelor of Arts in History from the University of Georgia and is a proud Bulldogs fan. She lives in Alexandria, Virginia, with her husband, Ryan.
